DORMANT METER POLICY: The customer must pay at least their minimum bill every month OR
have their meter disconnected, the account permanently closed and the final bill paid. To
reconnect the meter, the customer must pay the number of months disonnected times their area
minimum bill per occurence up to twelve months PLUS a hook-up fee.
